Elsa is an NPC located in the Barren Highlands.
She used to travel together with Mornay and was captured by Darius Cronley. It didn't take long for her to escape from Cronley's Hideout however.
Mornay will give you the Find Elsa quest. After talking to Elsa in the Barren Highlands, she will move to Homestead. You can then have Mornay chase after her, or lie to him and say Elsa is dead, or convince him to stay in Devil's Crossing.
Elsa herself does not want anything to do with Mornay, his affection for her is entirely one-sided.
